History of the Fund
The Ashby B. Carter Memorial Scholarship Awards
Program was established at the 22nd Biennial National Convention held
in Indianapolis, Indiana in 1955 of the National Alliance of Postal Employees.
This memorial Fund honors past National President Ashby B. Carter for his outstanding leadership of the Union from 1945 until his death in 1953; and for his dedicated efforts on behalf of his fellowman as personified by his deep involvement in civic, community, and fraternal affairs throughout his adult life.
The purpose of the fund is to encourage and aid serious young dependents of National Alliance members in their determination to further their education.
ELIGIBILITY:
ALL APPLICANTS MUST BE DEPENDENTS OF MEMBERS OF THE
NATIONAL ALLIANCE OF POSTAL AND FEDERAL EMPLOYEES. SUCH SPONSORS MUST
HAVE BEEN MEMBERS IN GOOD STANDING FOR AT LEAST THREE (3) YEARS PRIOR
TO THE SUBMISSION OF APPLICATION FOR SCHOLARSHIP.
ALL SCHOLARSHIP APPLICATIONS MUST BE CERTIFIED BY T HE NATIONAL SECRETARY.

All applicants for this awards must take the Aptitude
Test of the College Board Entrance Examination at their Local High
School on or before March 1 of the filing year. Applicants must be
High School Seniors.
Completed applications and all required materials must be returned
to the Director on or before April 1st.
